Not only did the then £120 000 audit have evaporated but the earnings and proceeds from the film not to mention the work of 25 people. A whole accounting nightmare.  It is the definition of embezzlement. 

The main controversy about the Certification Unit is that there is no law to force the unit  to certify a film. It is just taken for granted that a film which does achieve the amount of points will be certified. In this instance a further expensive process occurred: a  writer's report, a lawyer's report and an audit (materialising the fact that there is a cost that must then be accounted for then be taxed on it regardless). With all the "extra" requested,  one begins to wonder if the members of the team were indeed qualified in basic numeracy and literacy. By this stage there was an understanding that the film would be certified but Anna Mansi  -I demand to see her CV on basic  numeracy and literacy grounds - mistook one film for another.
